Studi Tecnologie Progetti S.p.A. signs agreement to upgrade Attock refinery in Pakistan for $600 MM

Studi Tecnologie Progetti S.p.A. (STP), an Italian company based in Rome and a leader in plant engineering for the energy and refining sector, announced that it has signed an important agreement with Attock Refinery Limited (ARL), one of Pakistan's leading refining operators, for the modernization of the Rawalpindi refinery.
The contract involves STP carrying out Front End Engineering Design (FEED) and Project Management Consultancy (PMC) activities for an investment worth $600 million, and represents one of the most significant operations in the Pakistani refining sector in recent years.
The project has two objectives: to improve product efficiency and quality and to reduce the environmental impact of operations. ARL, as part of the modernization project, has already completed the basic studies conducted by the licensee UOP/Honeywell, a leading US refining technology company, for the addition of a catalytic reforming unit with continuous catalyst regeneration (CCR), a diesel hydrodesulphurization unit and a kerosene hydrotreatment unit. STP will now take over the FEED and project management of the modernization to enable ARL to switch from Euro 3 to Euro 5 fuel production and achieve a significant reduction in sulfur content and CO₂ emissions.
The entire project will have a total duration of 4.5 years, with the first year dedicated to the preliminary engineering phase and the following 3.5 years to EPC execution. The project also includes flare gas recovery and the introduction of energy-efficient equipment with a view to sustainability and operational optimization.
ARL is part of the Attock Oil Company group, which has been active in the energy sector for over a century. The company has launched a comprehensive modernization plan to align itself with international quality and sustainability standards, aiming for increasingly environmentally friendly production. The agreement with STP, an Italian company with 35 years of experience in the design and construction of plants for various industrial sectors, marks a crucial step in this direction, strengthening ARL's commitment to the transition to cleaner and more efficient fuels.
