Ghana's Tema oil refinery restarts after 9-yr shutdown

The Tema refinery in Ghana has resumed operations, the state-owned refining company said in a statement, after many years of inactivity.

Refining began on December 19 at the 45,000-bpd refinery, which had been shut since 2017. The refinery had been hobbled by repeated shutdowns before the breakdown due to shortages in available crude after its main lender Ghana Commercial Bank cut off support due to unpaid debts.

A new furnace and air-cooler being commissioned would also lead to expanding capacity to 60,000 bpd in the medium term, the statement added, while the refinery was currently running at 28,000 bpd.

Ghana has been largely reliant on imports of fuel, averaging around 165,000 bpd this year per data from Kpler.
